Many scholars Salaf and khalaf state that the meaning of Allah sending Salaah on the Prophet ﷺ is to praise him ﷺ in the assembly of the Angels. Imām Sa’di rahimahullah states in his tafseer regarding this āyah, And in this there is an indication of the Prophet’s ﷺ completeness, high rank, elevated status with Allāh and His creation, and his wide fame. If Allāh and His Angels do this action, it should motivate the Believers to do so as well. The Scholars of tafseer state that this is to show the honorable and elevated status of the Prophet ﷺ as well as to show the honor in the act of sending Salaah on him. Rather, Allāh mentions that He and His Angels send Salaah on the Prophet first before calling the Believers to follow. Verses in the Quran that commands the believers to do good deeds or refrain from evil actions begins with “O you who have believed” however this verse does not begin in this way. O you who believe, send your Salaah upon him as well as Salaam. Verily, Allaah and His angels send their Salaah upon the Prophet. Allāh describes this bounty that He gave to the Prophet ﷺ in the Qur’an, and We have raised for you your mention. Allāh ta’ala chose Muḥammad ﷺ as the Messenger for all the worlds and raised his status and mention among all of mankind.
